If you're using Photoshop, it comes with a calibration tool. As does many graphics drivers and monitors. Takes some effort, but once you get there, things are especially consistent.

Also to note, deviantART doesn't do anything to image brightness or contrast -- that's the lack of your color calibration between your programs.

Then go to your control panel and choose "Adobe Gamma" and set it.
Then right click on the desktop and go to properties. Then click the Settings tab. Then look around for any calibration information there.
Then on your monitor, you may have an option to choose a color temperature. Make sure this color temperature matches your calibration.
